Informal settlements are a spatial manifestation of the urbanization trend of poverty in the form of a special residential pattern and the reduction of social and economic status and functional and physical disorders of some old structures and most new urban structures along with a very sharp decline in the quality of the urban environment are among the reasons that have persuaded urban planners and policy makers to provide new strategies and solutions. Most of them in the field of revitalization of these urban tissues, The emphasis is on the urban regeneration approach.
Development from a government-centered and supply-oriented approach to a community-oriented and demand-oriented approach This approach emphasizes the voluntary and popular role of relying on non-governmental organizations.
In this regard, the present study is a type of applied research that is done by descriptive-analytical method. The theoretical foundations of the research have been obtained through library studies and the study of patterns and methods of empowerment, and by collecting information from documents and field perceptions, the information has been completed.
The purpose of this study is to investigate the areas of participation as one of the basic pillars in the sustainable development of dysfunctional urban structures with the context of capital accumulation, which in the conventional practical and theoretical mechanism of development, has so far been less addressed as a practical and effective solution. Is. The results show that improving the quality of life and re-creating values in the target areas requires entering the field of synergy for integrated urban management to be able to provide justice in the distribution of resources and through good governance. Supporting and facilitating laws are necessary.
Reforms such as land acquisition, emancipation, discounts on incentive packages, the ability to change uses, grants to residents, reduction of facility fees, etc., which can be provided by the law of the Seventh Development Plan. |
