fa الگوی مبارزه با موادمخدر با رویکرد اجتماعی در برنامه هفتم توسعه Drug control paradigm with a Social Approach in the Seventh Development Plan عمومى General پژوهشي Research  مطالعات و شاخص ها بین المللی نشان  می دهد بار بیماری ناشی از اعتیاد در جهان در نتیجه بروز مرگ میرها، معلولیت های جسمی و روانی و شیوع بیماری های مهلک و عفونی و... موجب از بین رفتن 18 میلیون سال عمر مفیدو سالم انسان ها گردیده که با توجه به وجود تعداد 2.8 میلیون نفر معتاد در کشور، بخش مهمی از این میزان هزینه متوجه کشور عزیزمان ایران است. این مقاله که به تبیین الگوی مبارزه با موادمخدر و اعتیاد بعنوان مهمترین و اولویت دار ترین آسیب اجتماعی کشور می پرازد نسبت به انجام مطالعات اسنادی و بهره گیری از یافته های آماری  طی دوره زمانی برنامه های پنجم و ششم توسعه (دوره 98-1390) و مطالعه مقایسه ای شاخص توسعه در حوزه های عملکردی مختلف اقدام نموده و بدنبال الگویی جامع، منسجم و متوازن در عرصه های کاهش تقاضا و کاهش عرضه موادمخدر و روانگردان ها می باشد. مطالعه انجام شده نشان می دهد علی رغم روند رو به رشد اقدامات و ارتقاء کمی و کیفی عملکرد مبارزه با موادمخدر طی سه ساله برنامه ششم توسعه(98-1396) در مقایسه با برنامه پنجم توسعه(95-1390)، هم چنان 65 درصد از ظرفیت های اجتماعی و عملیاتی بدون استفاده و بلا اقدام باقی مانده است که می توان با بسیج منابع و امکانات دولتی و غیر دولتی و تمرکز و فعال سازی آنها، حرکت به سمت وضعیت مطلوب را تسریع و پاسخگویی به مطالبات حاکمیتی و مردمی را نیز در این عرصه ارتقاء بخشید. <pre style="text-align:justify"> International studies and indicators show that the global burden of drug addiction-related diseases as a result of premature death, physical and mental disabilities and the spread of deadly and infectious diseases has led to the loss of 18 million “healthy” years of life. There are 2.8 million addicts in Islamic Republic of IRAN so we can consider that a significant proportion of this damage and cost is concentrated in our country. This article explains the pattern of combating drugs and addiction as the most important social harm in the country and conducts documentary studies and uses statistical findings during the fifth and sixth development plans (2011-2019) and performs comparative study of the different development indicators. This paper seeks a comprehensive, coherent and balanced paradigm in drug demand reduction and drug supply reduction with a social approach. The study shows that despite the growing trend of measures and quantitative and qualitative improvements in counter-narcotics performance during the three years of the Sixth Development Plan, compared to the Fifth Development Plan, but 65% of social and operational capacities remain unused.
