A Reflection Opportunity: Designing a Welfare Policy Implementation Model with an Emphasis on Law on the Seventh Development Plan

It seems that despite of the experience of development planning during the past decades, the target goals hasn’t been actualized as it should be. The purpose of this study, regarding the fact that social welfare is one of the all governments' strategies and policies, is designing a model based on Grounded Theory to maximize social welfare. The research method is exploratory and the data were collected qualitatively by using semi-structured interview. The statistical population consists of experts of the Ministry of Cooperatives Labour and Social Welfare, Social Security Organization and State Welfare Organization that based on Grounded theory 15 people were selected. Data analysis done by three step coding by MAXQDA12 software. Results depict that lack of a powerful and pivotal administration in the policy-making system that has been intensified by the merger of ministries, is considered one of the main problems.Therefor it is suggested that by creating a monitoring and evaluation system on the implementation of welfare policies and use the capacity of the high council of welfare and social security and proper use of Iranian welfare information system can be effective in maximization of social welfare.
